Tokyo IPO Monthly Report: November 2008

The total number of IPOs in 2008 will probably be fewer than 50 (44 companies have received a listing approval this year as of November 7), far below the 121 IPOs in 2007. All three of Japan’s small-company stock markets have seen the number of IPOs drop to the lowest level since 2000. Looking back, the last time Japan had fewer than 100 IPOs in a year was in 1992, when the IPO market was effectively halted.

The standardised unemployment rate for the OECD area was 6.0% in September 2008, the same as the previous month and 0.4 percentage point higher than a year earlier.

Industrial Production Down by 1.6% in Euro Area in September 2008

In September 2008 compared with August 2008, seasonally adjusted industrial production fell by 1.6% in the euro area (EA15) and by 1.1% in the EU27. In August production grew by 0.8% and 0.3% respectively. In September 2008 compared with September 2007, industrial production decreased by 2.4% in the euro area and by 2.1% in the EU27.

Among CEOs of Russell 2000(R) companies, 52% expect no real economic upswing until 2010, according to respondents to a new survey by Ernst & Young LLP. However, 62% had not yet experienced a slowdown in growth or revenues by October 19 (well after the first attempt to pass the bailout bill).

Some Improvements in EU Spending but Still No Clean Bill of Health from Court of Auditors

The European Court of Auditors presented its report on how EU funds were spent in 2007 at a meeting of the Budgetary Control Committee on Monday. Although the accounts themselves have been approved without qualification, the same cannot be said of the "transactions underlying the accounts": the Court said that for the 14th year in a row it was not able to issue a "statement of assurance" that the EU money had been spent well and according to the rules in all policy areas.

The Employment Trends Index Suggests Employers Will Continue to Aggressively Reduce Payrolls

The Conference Board Employment Trends Index continued its steep decline in October. The index fell in October to 105.3, down 1.8 percent from the September revised figure of 107.2, and down almost 12 percent from a year ago.
